dataQualifiers an extension has data for in a project (listExtensionDataQualifiers).
This is its own projectInterface, not a member of platform.base: not every PDP can enumerate
its extension data (one over a remote store may not be able to), and a PDP method is never
optional. A PDP that can enumerate advertises this interface and one that cannot leaves it off,
so a consumer learns which it is from the project's metadata projectInterfaces instead of by
calling and failing.
