needs about a minute to transpile and activate extensions; a packaged build is faster.
Main and the windows share it so they give up at about the same time: main, timing from when the
restart began, stops treating the restart as in flight (a further platform.restartExtensionHost
call then starts a new restart instead of joining it), and a window's stopped notice stops
waiting and shows the restart as unconfirmed.
