A Project Data Provider that can list the dataQualifiers an extension has data for in its
project. Returned from papi.projectDataProviders.get('platform.extensionDataEnumeration', projectId).
This is its own projectInterface rather than a member of platform.base, because not every
PDP can enumerate its extension data (one over a remote store may not be able to) and a PDP
method is never optional. A project whose PDP can enumerate lists
'platform.extensionDataEnumeration' in its metadata projectInterfaces
(papi.projectLookup.getMetadataForProject), so check there first:
papi.projectDataProviders.get throws for a project that does not advertise the interface, and
on a platform that predates the interface no project advertises it. Treat "not advertised" as
"cannot enumerate", never as "no data".
The qualifiers it lists are exactly the ones getExtensionData on the same project's
platform.base PDP reads.
